A full driving history is maintained by the state motor-vehicle agency, not by one federal “US driving record” database. The National Driver Register is a federal pointer/status system for certain problem-driver information; it is not a replacement for the detailed state driving record.

Driver licensing is state-administered, so the detailed record comes from the state agency that issued the license. If a person has been licensed in more than one state, historical research may require records from more than one state. Keep each state result labeled with its jurisdiction and record period rather than merging them into an undefined “US driving record.”
The National Driver Register serves a narrower function. NHTSA describes it as a system that helps identify records involving certain serious driver sanctions or offenses and points to the state of record. That makes it useful in its own context, but it does not replace the detailed state driving history. When certification or permitted-use rules matter, follow the current instructions of the issuing state agency.

A state record has a defined jurisdictional scope.
Do not describe the NDR result as a complete national motor-vehicle history.
If you request records from more than one state, note the license period and dates covered by each record. A violation or sanction may be reflected in more than one place, so do not count duplicate references as separate events without checking dates and descriptions. The NDR pointer can help identify a state that may hold relevant information, but the detailed state record remains the place to interpret that state’s driving history.
